The Terry Foundation awards full-ride, last-dollar scholarships to Texas high school graduates enrolling as full-time freshmen at one of 11 affiliated Texas public universities, based on academic achievement, leadership, and demonstrated financial need.

Application requirements
- Graduate from an accredited Texas high school or homeschool: Applicants must not have taken a gap year immediately following graduation.
- Apply to and gain admission to a Terry-affiliated Texas public university as a full-time entering freshman: Applications are submitted through the chosen affiliated university's own process and timeline, not directly to the Terry Foundation.
- Complete and submit the FAFSA to demonstrate financial need: Must be submitted according to the deadlines specified by the nominating university.
- Be nominated by the affiliated university: Campus partners submit nominee lists (approximately 26-90 candidates per school) to the Terry Foundation in mid-February.
- Complete a required interview with the Terry Foundation Interview Panel: Interviews occur in late March/early April at panels held in El Paso, Dallas, or Houston; candidates must attend their assigned date.
- Commit to residing on campus for the first year
